This cut comes from the inside of the rear leg and is very lean, so best suited for slow cooking methods with gentle, moist heat.  It tastes very similar to top sirloin if braised or roasted slowly and then sliced think to enhance its tenderness.  Carve across the grain into thin slices to optimize tenderness.
